Responsability for a plastic converter on updated SDS and VHCSusbstances

Many suppliers of dangerous substances and preparations have not yet updated their SDS regarding Reach. And this might be a problem for a DU if the plastic converter company receives an inspection from authorities, and in that moment the converter has not the suitable SDS for some of the products (preparations). The responsability on update the SDS is the producer of the substance/preparation, but, has the converter any responsability if he has not the updated SDS in the moment of an inspection?, even if the converter has been asking for it? Or the responsability is only for the supplier of the product.

And the same for the VHCS. The suplier has to inform the costumer (converter) if the product has a VHCS. But the list of candidate substances is changing in the time so, if the supllier do not inform in a moment that there is a VHCS in its product, has the converter any reponsability?.
